A versatile team-building simulation

Terrorist Incident is designed to promote group problem-solving, consensus decision-making, and an understanding of group dynamics. Participants are asked to first solve the problem individually and then as a group making consensus decisions. The scores are then compared against an expert ranking and demonstrate that effective teams generally produce better outcomes than individuals alone.

Participants respond to the following story-line:

UKG Biopharmaceuticals is a niche biotechnology company with their head office in London and their main research laboratory located in the Cheshire countryside. A few years ago the company suffered bad publicity about the death of a number of animals used within the research centre. At the time, a number of letter bombs were sent to staff at their research laboratory by an Animal Rights terrorist group known as WAFF—the World Animal Freedom Front. UKG’s eventual clear declaration that animals would not be used in their research process seemed to solve the problem. Recently, rumours amongst animal rights groups are that the company may have secretly reverted to that of the ‘old days’.

The WAFF activists…

The raid at UKG has been planned in detail for three months. Two of the six members of the activist cell had managed to get themselves booked on one of their weekly tours. All six of them would smash up the relatively poorly secured administrative areas. Iron bars would do the trick. They’d take a couple of shotguns as well, just in case. Shotguns can be very persuasive!

The hostage taking…

Having forced their way into the administration area, the terrorists unexpectedly find themselves mixed up with a public tour of the facilities. In the immediate pandemonium, the terrorists panicked and as some of the visitors escaped, an alarm button was pressed. The alarms sound, security doors close and the terrorists suddenly find they have 25 hostages.

Team Task…

You and your team happen to be the closest thing to hostage negotiators in the area. Less than one hour after the actual hostage-taking itself, you set up a communications headquarters…

Participants determine the order of importance of action steps to ensure the survival of the hostages, as well as those that should be avoided.

Terrorist Incident is a well-researched and innovative ‘survival’ simulation. The content provides the basis for a wide-ranging team discussion and helps participants explore different approaches to solving a potentially ‘life-or-death’ problem.
